Introduction

Most planning professionals see written representations as the easiest and the least professionally challenging form of resolution of planning disputes. This perception often leads to a partial and unfocused approach to the presentation of the case, which leaves the inspector without a coherent response to the planning issues in dispute.

This course will examine the rules that govern the written representations process and will demonstrate the problems inspectors face when confronted with poorly drafted written representations. It will address the need to identify the issues in dispute and analyse them objectively. The importance of establishing the planning policy framework and pragmatically applying policy to the proposal will be also explained in detail. Throughout the day, detailed advice on drafting evidence will be given.

A structured approach to producing high-quality written representations will influence the way the inspector analyses the issues and will produce more successful outcomes for the planning professional who embraces these necessary skills.

Speaker/s

• SEBASTIAN NEVILLE CLARK, BA (Hons), was called to the Bar in 1973. He has vast experience in commercial and common law work. It includes banking, building and other constructions, technical machinery, equipment and operations and manufacturing and production lines etc, commercial fraud, all areas of contract law, employment cases at appellate level, financial services, insurance, and intellectual property. He acts on behalf of local authorities, public utilities and services, employers, contractors and consultants, in particular, on large developments and building cases. He has a ready grasp of technical detail and has been instructed in numerous cases requiring the understanding of complex mechanical and electrical works, manufacturing and operating processes.

• LYNDEN ALEXANDER is a communication skills consultant who has worked extensively leading consultancies across the professions. He offers training in presentation skills, writing skills and inter-personal communication skills. He leads the forensic report writing programme at Professional Solutions - a leading litigation support company - where he has trained more than 4000 expert witnesses in expert report writing and courtroom presentation skills. He also designs and delivers integrated communication skills training programmes for a number of consultancies.

He has a first-class honours degree in English from London University, is a qualified practitioner in Neuro-Linguistic Programming (with an emphasis on advanced learning skills) and has ten years experience working with visualisation techniques. Before working in the field of learning and development, he was a Eurobond and Equity Derivatives trader in the City of London.
